Let's say he doesn't get any strain or pain due to him being an android. Would he be able to use more than x20? If he could, how far would he get, then? Google Chrome Favourite Manga Hokuto no Ken, Berserk, Dragon Ball, Rurouni Kenshin, Attack on Titan, Kuroshitsuji	Cell has the physiological traits to regenerate from any self-inflicted damage. The genetic material gained from Frieza could hopefully grant some leeway in pushing the boundaries of Kaioken past x20; by how much is unknown. Let's go with x100 since it's a nice rounded number with an ambiance of being transcendent relative to a number like x20. Using the Kaioken, Cell is definitely going to be pushing into SSJ3 tier territory. Question is - is he powerful enough with a high multiplier like x100 to beat Super Buu? If you want to take multipliers literally he can't since Super Buu was on par with SSJ3 Gotenks, SSJ3 allegedly being 400x base and Base Gotenks being greater than Super Perfect Cell.

SPC ~ SSJ2 Gohan SSJ2 Goku is slightly stronger than SSJ2 Gohan, which means SSJ3 Goku is a little more than 4x Gohan. SSJ Gotenks is heavily implied to be stronger than SSJ3 Goku with no contradictions whatsoever. Gotenks improves so much in the RoSaT that he goes from not having a chance in hell against initial Super Boo as a SSJ to possibly being able to manage something in Base. Him getting his a*** firmly handed to him doesn't negate Piccolo's initial impressions. Stack a 400x Base-SSJ3 on top of that and having Super Boo over 1000x SPC isn't asking for much at all.
